O deputado estadual Carlos Lula (PSB) presidiu, nesta quarta-feira (21), o Semin\u00e1rio Estadual Orfandade e Direitos do Maranh\u00e3o, promovido pela Coaliz\u00e3o Nacional pelos Direitos de Crian\u00e7as e Adolescentes sob Orfandade. O evento abordou o aumento significativo dos casos de orfandade no Brasil, exacerbado pela pandemia de Covid-19.

De acordo com o Conselho Nacional de Sa\u00fade (CNS), entre mar\u00e7o de 2020 e abril de 2021, mais de 113 mil crian\u00e7as e adolescentes foram afetados pela perda de um ou ambos os pais devido \u00e0 Covid-19. O promotor de Justi\u00e7a M\u00e1rcio Thadeu Silva Marques, titular da Promotoria da Inf\u00e2ncia e Juventude de S\u00e3o Lu\u00eds, ressaltou que o Brasil registrou 710.427 mortes em decorr\u00eancia do v\u00edrus respirat\u00f3rio.

\u201cA orfandade sempre existiu, mas a pandemia acentuou a desigualdade social e criou um fen\u00f4meno sem precedentes: uma gera\u00e7\u00e3o inteira de crian\u00e7as e adolescentes se tornou \u00f3rf\u00e3 simultaneamente. Isso compromete seu direito ao desenvolvimento integral e \u00e0 conviv\u00eancia familiar, que \u00e9 fundamental para seu crescimento e prote\u00e7\u00e3o\u201d, destacou o promotor.

No semin\u00e1rio, Carlos Lula presidiu a mesa sobre \u201cA\u00e7\u00f5es e Prote\u00e7\u00f5es \u00e0s Crian\u00e7as e Adolescentes em Orfandade e suas Fam\u00edlias – As A\u00e7\u00f5es do Poder Executivo Estadual e os Dados sob Responsabilidade de Cada Setor Governamental\u201d, que contou com a participa\u00e7\u00e3o de representantes das secretarias de Estado de Desenvolvimento Social e Educa\u00e7\u00e3o, do Colegiado Estadual dos Gestores Municipais de Assist\u00eancia Social e do Minist\u00e9rio do Desenvolvimento Social.

Lula lembrou que a quest\u00e3o da orfandade devido \u00e0 Covid-19 j\u00e1 era uma preocupa\u00e7\u00e3o durante sua gest\u00e3o na Secretaria de Estado da Sa\u00fade. Na \u00e9poca, o \u00f3rg\u00e3o emitiu uma Nota T\u00e9cnica para orientar o atendimento a crian\u00e7as e adolescentes \u00f3rf\u00e3os em hospitais p\u00fablicos e privados do Maranh\u00e3o.

Na Assembleia, o deputado prop\u00f4s a cria\u00e7\u00e3o de uma Frente Parlamentar em Defesa da Primeira Inf\u00e2ncia e a atualiza\u00e7\u00e3o da Lei Estadual n\u00ba 11.482\/2021, que prioriza o atendimento a \u00f3rf\u00e3os e egressos de institui\u00e7\u00f5es coletivas p\u00fablicas ou privadas.

\u201cEste debate revelou a necessidade de avan\u00e7ar para a prote\u00e7\u00e3o integral das crian\u00e7as e adolescentes \u00f3rf\u00e3os, n\u00e3o apenas durante a pandemia, mas tamb\u00e9m na formula\u00e7\u00e3o e execu\u00e7\u00e3o de pol\u00edticas p\u00fablicas permanentes para esse grupo vulner\u00e1vel\u201d, avaliou Carlos Lula.

A Coaliz\u00e3o Nacional pelos Direitos de Crian\u00e7as e Adolescentes sob Orfandade, formada por uma articula\u00e7\u00e3o de organiza\u00e7\u00f5es da sociedade civil, autarquias, profissionais federais, movimentos sociais, pesquisadores e ativistas, busca desde 2021 garantir visibilidade e direitos para essas crian\u00e7as e suas fam\u00edlias.

Milton Santos, pedagogo e coordenador Executivo da Coaliz\u00e3o, informou que, de setembro de 2021 a junho de 2024, foram registradas 16.940 crian\u00e7as em orfandade no pa\u00eds devido \u00e0 Covid-19, considerando apenas aquelas com certid\u00e3o de nascimento e CPF dos pais. No Maranh\u00e3o, os casos saltaram de 142 em 2021 para uma estimativa de 220 at\u00e9 2024.

\u201cA coaliz\u00e3o visa trazer \u00e0 luz a realidade das crian\u00e7as e adolescentes \u00f3rf\u00e3os e suas fam\u00edlias, um problema muitas vezes visto como privado, mas que deve ser abordado publicamente\u201d, concluiu Milton Santos.<\/p>\n\n\n\n
